Overview of the capital building programme and DCC Estates' strategy

Andy Morris and Harvey Gardner of Devon and Cornwall Constabulary ("DCC") gave a joint presentation to the forum regarding the capital building programme and the estates strategy of DCC. The bulk of the presentation itself was delivered by Mr Morris with Harvey leading the question and answer session once the presentation had

finished.

 

Mr Gardner began with a brief explanation of what the Estates Team dealt with, namely: repairs, facilities management and maintaining and developing estates ownership. The forum were told that the latest review of the estates strategy had recently finished and a further review would be carried out in 2010 when it is known what budgets will be available.

 

Examples of recent operations included the replacement of the station in Bodmin, and it was explained that the old Bodmin station, which is of considerable age, is synonymous with a number of other stations which will need to be replaced in the future. The new Bodmin station includes several state-of-the-art features, such as solar water heating. Other innovations include experimenting with hot-desking to maximise productivity from the available space. The station is also home to the strategic operational unit, and other specialist units, which covers the majority of Cornwall.

 

Potential future developments include the replacement of the Heavitree Road and custody facilities and the development of surplus land at Middlemoor. There is also planning permission in place to enlarge the station in Truro.

 

During questions, it was explained that the DCC's portfolio is predominantly freehold, in particular specialist units are normally kept in freehold buildings to ensure flexibility. Regarding funding, it was clarified that funding is provided by the Home Office and Council tax revenues.
